DEEP TRUTH: Chapter 1 — The City of Managed Language
Veiled City. Population: Managed.

The Office
His name is Trace.
He doesn't investigate crimes. He investigates language.
For twenty years, Trace has read the official communications of Veiled City — the press releases, the policy statements, the management updates. He has read more institutional language than most people read in a lifetime.
Something is wrong. He cannot yet say exactly what.
Document One — Service Delivery Adjustment
"Following a comprehensive review of service delivery parameters, the department has implemented a targeted adjustment to client-facing operational frameworks, resulting in a more efficient allocation of available resources across priority cohorts."
Trace circles three words: adjustment. efficient. cohorts.
He writes in the margin: Who lost what? Who decided? Who knows?
Document Two — Workforce Transition
"The organisation is pleased to announce a strategic workforce realignment initiative, designed to ensure our human capital portfolio reflects current operational priorities and future capability requirements."
Trace circles: realignment. human capital portfolio. pleased.
He writes: People lost their jobs. Nobody is pleased. Somebody decided.
The Evidence Board
He has been doing this for three months.
No Responsibility
Not one document names a person responsible.
No Consequence
Not one describes a consequence.
No Cost
Not one uses a word that costs anything to write.
The language is impeccable. The language is beautiful, even. And the language is hiding something.
Trace at the Window
He knows how to read a financial ledger. A legal document. A medical report. In each case, the language carries what it describes. Numbers mean amounts. Terms mean obligations. Diagnoses mean conditions.
But this language — the official language of Veiled City — seems to carry something else entirely.

It carries the shape of events without the weight of them.
The Walk — Official Register
On his walk to find Dr. Core, Trace passes the official notice boards. He reads them the way he reads everything now.

Every name is a process. Not one is a person. Not one names what the work actually is, or who it is for, or what it costs when it fails.
The Bridge — First Sight
At the end of the boulevard: the Bridge.
Trace has crossed it a hundred times. Everyone has. It connects the administrative district to the civic heart of Veiled City.
Today, for the first time, he stops and reads the plaques.
The Bridge — The Plaques
"Opened by the Office of Strategic Infrastructure Direction, in partnership with the Cross-Departmental Civic Enhancement Initiative, pursuant to Directive 17 of the Integrated Outcomes Framework."
"This Bridge was made possible through the collaborative contributions of multiple stakeholder groups committed to the shared vision of connected civic futures."
Trace reads both plaques twice.
Nobody built this bridge. And yet here it stands.
What Trace Knows
He has a question he cannot yet answer.
Not This Question
Who is lying?
But This One
What kind of language makes lying unnecessary? What if the language itself is the mechanism — not the cover story, but the actual instrument?
He needs to find Dr. Core.
Document Three — The One That Started It All
Three weeks ago, an anonymous document arrived at his office. Someone had already circled the same phrases he circles. Someone had already written the same questions in the margin.
He does not know who. He has not been able to find out. Whoever it is, they have been looking at this for longer than he has.
And they left a note at the bottom of the last page.

"The language is a bridge. Find out what it crosses."
What Lies Below
He leans over the railing of the Bridge and looks down.
The official maps call it the Administrative Divide.
The official maps do not describe what is in it.
Fog. And shapes in the fog. And a silence that official language has been very carefully maintained around.
The Question
By the end of today, Trace will have a name for what he has been seeing.

And it has a name. He does not know the name yet. But Dr. Core does.
